A Dedicated Public Servant

Martin Moore began his public service career through AmeriCorps and as a Legislative Aide to Representative Roger Freeman. Elected to the Federal Way City Council in 2013 and re-elected in 2017, he focused on job creation, public safety, and government transparency. He later served as Executive Director of Audiobook Ministries, providing free recorded books to those with visual impairments, and worked to strengthen community engagement in Milton post-COVID.

Beyond his official roles, Martin has consistently championed transparent and inclusive governance. During his tenure on the Federal Way City Council, he advocated for increased public involvement by promoting televised committee meetings and implementing an online budget dashboard to enhance fiscal transparency. Martin believes that meaningful community engagement is essential for effective leadership and has worked tirelessly to ensure that residents have a voice in the decisions that affect their lives. His dedication to open government reflects his broader commitment to building trust between citizens and their representatives.

The Early Years

Martin was born in 1984 in Sofia, Bulgaria, where he spent the first eight years of his life in a local orphanage. In early 1992, everything changed when he was adopted by Dr. Allen and Sylvia Moore of Federal Way, Washington. Leaving Bulgaria for the first time, Martin arrived in the U.S. and stepped into a new life filled with love, opportunity, and belonging. Just over a year later, in May 1993, he became a United States citizen.

Martin grew up in the Federal Way community, attending Adelaide Elementary, Lakota Middle School, and Decatur High School. These formative years shaped his deep connection to South King County — and instilled in him a lifelong belief in the power of community and second chances.

Committees, Service & Civic Leadership

Martin's commitment to public service extends far beyond holding elected office. During his time on the Federal Way City Council, he actively served on multiple committees and task forces that shaped policy on infrastructure, public safety, economic development, and government transparency. These included:

Land Use & Transportation Committee – where Martin contributed to long-term city planning, infrastructure improvements, and advocated for working families policies.

Finance, Economic Development & Regional Affairs Committee – where he prioritized responsible budgeting, economic revitalization, and regional partnerships growth.

Parks, Recreation, Human Services & Public Safety Committee – where he championed expanded youth programs, the start of a Senior Advisory Commission, law enforcement, and expanding Human Services through  investments in mental health and housing access.

Martin also worked alongside the City’s Human Services Commission to ensure city investments in nonprofits were transparent, equitable, and focused on meeting the real needs of residents. In addition to committee work, Martin took initiative on key reforms that made City Hall more accessible and accountable. He led efforts to:

  • Expand public speaking opportunities before Council votes
  • Launch a City Budget Dashboard for transparent fiscal tracking
  • Push for televised committee meetings to bring policymaking into the public eye
  • Created the Revne, Ukraine - Federal Way, WA Sister-City relationship

Martin’s service isn’t limited to government. He has also volunteered through AmeriCorps, supported arts and youth programming, and partnered with local nonprofits focused on education, food access, and family stability. Whether through elected leadership or hands-on volunteering, Martin’s record reflects a lifelong belief: public service should always center the voices and needs of the people.

His Family

Martin’s journey has come full circle. Today, he and his wife Sarah are proud adoptive and foster parents, raising their sons Judah (4 years) and Jayden (18 months) in the same spirit of love and stability that Martin experienced as a child. Their home is also shared with Finnegan, the family’s energetic cockapoo and loyal companion for nearly a decade.

Sarah is a dedicated social worker in the foster care unit with the Department of Children, Youth, and Families. Together, she and Martin are deeply committed to supporting vulnerable children and strengthening families — not just in their own household, but across the community. Their shared experience as parents, advocates, and public servants fuels their belief in creating a more compassionate, inclusive future for all.
